I have the honour to acknowledge the receipt
of Your Lordship's secret despatch of the 11th March, 1930,
regarding the possibility of the control of certain
public utility companies in this Colony passing into
non-British hands and to transmit the accompanying copies
of the Memoranda and Articles of Association of the Hong
Kong Electric Company, Limited, and the China Light and
Power Company,Limited, respectively. The former company
supplies current to the island of Hong Kong and the latter
to the main-land. Both are registered in Hong Kong and
are at present under British management.
2.
The generation and supply of electric current
in the Colony is regulated generally by the Electricity
Supply Ordinance No.18 of 1911 and the regulations made
thereunder. Modifications of these regulations directed
to the greater protection of the public are under
consideration but the companies in question hold no
